Should you move to Azerbaijan?
Azerbaijan is the country most nomads skip over, and that is exactly why a certain kind of person loves it. Picture a Caspian coastline, medieval walled streets that sit under glass towers, and a capital where a good flat and a full week of dinners out still cost less than a fortnight in Lisbon. If you want somewhere genuinely different, low on the tourist trail, and easy on the wallet, Baku rewards you.
Be clear-eyed, though. This is not a plug-and-play nomad destination like Portugal or Georgia next door. There is no dedicated remote-work visa (more on that below), English thins out fast once you leave the business districts, and the political and press-freedom climate is tightly controlled, so read the room and keep your work low-profile. The main hub is Baku, and realistically it is the only city with the cafes, coworking, and reliable fibre that remote work needs. Ganja and the coast are for weekends.
A single person renting a modern one-bedroom in central Baku, eating a mix of home and out, should budget very roughly 900 to 1,300 USD a month all in. Couples can share and land closer to 1,200 to 1,700 USD. That buys a comfortable, warm-in-winter, blazing-hot-in-summer life in a city most of your friends could not find on a map.
Cost of living in Azerbaijan
Baku is cheap by European or North American standards and moderate by regional ones. For housing, Wise’s cost-of-living data puts a one-bedroom flat in the city centre at around 390 GBP a month (roughly 500 USD) and closer to 235 GBP outside the centre. Newer, foreigner-ready apartments near Fountains Square or the Flame Towers ask more, often 600 to 900 USD, so shop around and be ready to negotiate, especially on longer leases.
Day to day is where Azerbaijan feels genuinely affordable. Numbeo’s Baku figures and Expatistan both land groceries for one person at roughly 200 to 300 USD a month, with local produce, bread, and dairy very cheap and imported goods pricier. A meal at an inexpensive restaurant runs about 8 to 12 USD, and utilities for an average flat sit around 45 to 60 USD depending on the season (summer air-con and winter heating both bite). Public transport is almost a rounding error: a metro or bus ride is a fraction of a dollar and a monthly pass is roughly 15 to 20 USD.
Treat every number as an estimate that moves with the manat and with your neighbourhood. Verify current rents on the ground before you commit.
Azerbaijan digital nomad visa and entry
Here is the honest headline: Azerbaijan does not have a digital nomad visa. Anyone selling you one is stretching the truth. What exists is a straightforward tourist entry plus a separate residency track, and you have to bridge the two yourself.
Most nationalities enter with the ASAN e-Visa, applied for online through the official government portal. Per the Ministry of Foreign Affairs, a single e-visa is issued within about three business days (or within three hours for an urgent fee) and allows a stay of up to 30 days. To stay longer, you apply for a temporary residence permit through the State Migration Service and ASAN service centres. It is granted for up to one year and renewable, but it is not designed for footloose freelancers: the common qualifying grounds are local employment, marriage, family, study, business ownership, or a sizeable bank deposit or investment. In other words, you need a real reason to reside, not just a laptop. Start the paperwork at an ASAN centre well before your current stay expires. For most short-to-medium nomads, the realistic play is repeat e-visa visits rather than residency.
Tax residency and the 183 day rule
Azerbaijan uses the standard threshold: spend 183 days or more in the country within a calendar year and you are generally treated as a tax resident, whatever your visa type or nationality, per the PwC tax summary. Residents are taxed on worldwide income; non-residents only on income sourced in Azerbaijan.
Rates have been unusually low for private-sector staff. From 2019 to 2025, employees in the non-oil private sector paid no income tax on monthly pay up to 8,000 AZN, with 14% above that. That seven-year break ended on 1 January 2026: under the reinstated schedule, pay up to roughly 2,500 AZN a month is now taxed at around 3%, with higher bands above, and the rate is set to climb again over the following couple of years. Whether your foreign remote income is taxable here at all, and how a treaty with your home country applies, is a genuinely complicated question that turns on your exact situation.

Healthcare and insurance
Azerbaijan has public healthcare, but as an incomer you will almost certainly use private clinics in Baku, where care is faster and English is more likely. The go-to name for foreigners is Bona Dea International Hospital, which handles most expat cases in the capital. A GP visit runs roughly 30 to 60 USD, and a private hospital day can be 150 to 400 USD before tests and medicines.
Do not rely on walking in and paying cash for anything serious. Get proper international health insurance: Pacific Prime and other brokers quote expat plans from a few hundred to well over a thousand USD a year depending on age and cover. Two practical warnings: you often pay upfront and claim back, and for major treatment many expats travel to Turkey or Europe, so make sure your policy covers evacuation and treatment abroad.
Money, banking and settling in
Opening a local bank account as a foreigner is possible but fiddly. Non-residents are allowed to open accounts, yet in practice branches often want a temporary residence permit and may turn you away without one. Kapital Bank is the name most often recommended for foreigners, with English-speaking staff and wide branch coverage. Bring your passport, be patient, and expect to try more than one branch.
For your first weeks, the smart move is to lean on your home cards. Baku is increasingly card-friendly, but keep cash (manat) for taxis, markets, and small cafes. A Wise or Revolut card plus ATM withdrawals will carry most short-stay nomads without a local account at all. Grab a local SIM (Azercell or Bakcell) at the airport or a shop with your passport, download the Bolt app for taxis, and learn ten words of Azerbaijani.
